It appears that when you have a formation comprised of multiple units (like a Soviet rifle division with 3 regiments), the units in the formation will only receive replacements if the integrity level of each of them is below the replacement threshold. If any unit in the formation has a higher integrity level than the replacement setting, no replacements will flow to any of the units. For example, I have a rifle division where the integrity levels are 96, 50 and 50. The replacement setting is 75% but several turns have passed without receiving replacements. Stavka has 22K+ infantry replacements waiting for distribution to needy units, so there's plenty to go around. Setting the repl level at PRIORITY solves this problem, but in many cases I just want replacements to flow to the regiments with low integrity, not plus up a regiment which is already at 96% integrity. Anyone else encountered the same issue or am I imagining this? Would it be possible to adjust this in a future patch?

I have noticed some oddities such as this where a unit is not receiving replacement points. There is a text file generated in the log files everyturn when you hit end turn, that will outline all the replacements the computer tries to do for you...and may offer some clues. Once I noticed a unit not getting any infantry, because it needed trucks. When I got trucks, then the unit also got infantry.

As well, I have had much greater luck with the unit being attached directly to OKH...instead of some army/corp HQ..even if the rest of the parent division is on the front attached.

Another thing I have noticed that just because my HQ says it has 22k infantry (okay, I play the Germans, it never says that, try 5k), it doesnt mean the are INFANTRY. To save space it will lump all the troops of a similar nature together and give you the number. (when you look at OKH/TROOP DETAILS). SO instead of the 5k infantry I may have 1000 infantry (which the HQ will keep for itself) 1000 staff, 500 Rumanian infantry etc....that adds up to 5K....

It also seems strange to have any amount of infantry...the front is just too depleted for both sides. STAVKA/OKH should be emptying itself every turn.

I have noticed that for my JU-52 squadron (the only one on the map) that is building up, will get no replacements if I set it less then 100%, even if it is at far less then that percentage. I never thought much of it, though as I just kept it on 100%, and turned it off when I reached 50% (the number I wanted).

By the way, I read in the manual errata that replacements do go to units with the lower integrity first before going to other units. (and after units on priority)

Good point about the way Stavka/OKH lump troops of similar type into one category. I hadn't paid attention to that. I actually have only 6600 "infantry" at Stavka, this total comprising the actual fighting infantry plus staff and militia just like you said. The initial figure I saw of 22K was really just 2.2k of staff (the numbers are small and a bit hard to read). To pile up this amount of replacements, I set all Armies at no more than a 75% repl rate, and after eliminating the Stalingrad pocket, I disbanded almost all of the 62nd Army; most fomations were rifle brigades or extremely understrength divisions; otherwise, I think Stavka would be emptying itself every turn.

Your comment about the JU-52s brings up a good point. I, too, have experienced situations where a unit with an integrity level lower than my repl setting does not receive replacements. Usually the integrity level is really close, say 67%, but checking the repl received tab shows that the unit didn't even request any, so it makes me wonder what the trigger point is. I think I'll check the log file you mentioned to see what I can unravel about the replacement process.
