If you are talking about the /2 on the unit (think if memory serves its the 18th or 108th base force), the "parent" IS a fragment. Check the at start forces of a new game and look at the unit in Victoria Point. It is a /2 but it cant combine with its "parent", thus it is in fact a stand alone unit. While in play testing, the many atoll base forces in the Marshalls (the Kwajalein base force, the Jaluit base force ect) were originally "fragments" of the 6th base force (ie the 6th /1, the 6th /2 ect) that couldnt be combined with the "parent" 6th base force. They were renamed to eliminate confusion for the players. This one is an example of why I suggested the change. Never played allies in the play test phase of development, or I would have suggested it for this unit as well. But its just the 1 unit, so no biggie.
