Status: offline 		Let's say I abstain from strategic bombing against any Allied industry captured by Japanese AI after 7th December, 1941. It still means I can bomb Palembang or Singapore port to the stone-age and thus stop the flow of oil/fuel/resources from those places. When players in PBEM agree to limits on strategic bombing, do they use this tactic or abstain from bombing ports in such hexes?

Status: online 		Yep, strategic bombing is the 'City Attack' you can perform targeting oil, resources or industry. Also, port attacks will damage the drydocks even if you don't directly target them. So you can still destroy repair yards without using strategic bombing.
