surrender vs. rout

Playing in 1941 as German, during the first few turns when I pocket units they normally surrender, but in later turns cut off units more often than not end up routing off somewhere, even when completely surrounded by my units. What factors determine whether a unit surrenders or routs, and how can I use this to maximize surrenders? I'm going to need to be able to do this if I'm going to take the required 4 million or so Russian troops off the board before winter.

Dave,

The pocketed divisions must be isolated. If you surround them in your current run they are merely bypassed. Destroying them at this point forces a rout. You must make the encirclement last through your opponent's turn to make units surrender. A unit cannot rout of of an isolated state.

BTW- If a unit is routed and isolated it surrenders upon contact.
