Status: offline 		The manual states that morale loss for units not in cities 4+ lose morale during the logistics phase.

Am I correct that this is the German logistics phase?
Secondly, since the logistics phase is at the start of the turn, units being moved in the open on turn 37 would not suffer morale loss on turn 38?

Status: offline 		I'm no expert but I have interpreted the rules the same as you and have moved high morale units from Germany back into the USSR on the last turn of the blizzard and have seen no hits to their morale.
