Judging from what you said there, I'm thinking that you probably aren't exploring / expanding very quickly and, thus, not finding the critical resources that you need. How many exploration ships are you using with those settings? If you're automating your explorers, you'd probably need a good 6 - 8 in the beginning to explore your nearby areas well enough. That's especially true since you only have 10 other races in that large area... making the space around you more open.
Once you know where the resources you need are, you can then colonize in that general direction and make sure you have access to them.
Anyways, if you explore and expand well, that will help keep you from running into your resource issue.
