I'm just starting a new Pbem campaign as Axis, and my Soviet opponent wants HQ's unlocked. I have never played a game with unlock HQ's before, and have always manually allocated my support units. I don't have a problem with the AI support system though, understand and know how to use it.

What I'm vague on; is say if I have an Infantry Corps set to a support level of 4, but want it to carry 8 artillery support units for a special task. Will it kick back the 4 extra artillery units to a higher HQ, if I don't have the support level locked?

You just need to go through an manually lock all your HQ's.

When creating new game, you set locked/unlocked HQs separately for each side. Cant understand why your opponent insist on locked HQs for both sides.
Also from CR you should be able lock all HQs with one click.

Thanks Guys... -1 worked, and all my units have locked. I've been a bit of an idiot though, as I should have consider locking all the units manually.
