It seems the turns should be 1/2 months, not full months. You just cant build up enough stuff against normal setting ai, using u.s.a.

You can easily change it.
However this will affect movement balance.

Can you make May-September two turn per month and Ocotober-April one turn per month?

I can't see how Great Britan/USA can build any airpower/navy/land/research as they did historically.

There is no problem for that.
Just go to the scenario folder and open consts.ini file. At the top of the file there are entries about number of turns per month.

The more the turns, the more action points during the year units will have.
As this affects all of the countries I think that the balance won't be too much affected.
