Finns Start Later?

Playing a 41 campaign game (PBEM) and noticed that on turn 5, the southern Finnish flank is still frozen for 5 turns. When did that happen?

Loaded in new 41 campaign and Road to Leningrad and it has the same settings.

Hmm, I don't think it has changed. I remember the northern Finns being released the turn ahead of the southern part.

Yeah, except it is now Turn 4 for the Northern Finns, two divisions release on Turn 7, and the others on Turn 10.
