Light Blue Numbers?

As I look at my Industrial Management screen, some of the amounts of supply fuel resources and oil, at bases, show up in light blue. I have fail to puzzle out what this means?

Those have stockpiling turned to yes.
I think that the two obligations you have are to be good at what you do and then to pass on your knowledge to a younger person
