Status: offline 		This seems like a no brainer but that’s where I seem to cause myself problems with this game so I’m going to ask anyway.

If a task force is set to “Do not refuel” but has orders to “minimal refuel” at way points along a route will it still refuel at those way points?

Yes.

Do Not Refuel (on the main TF page) refers to the TF's destination. The refuel option at the waypoints expand this functionality for each waypoint.
