As stated, that's correct. But I would add that its an all or nothing gig. If the factory produces, it produces at 100% capacity. If it fails its roll, it produces nothing. So as the damage nears zero, you see full production most of the time. But when it misses the roll, no production at all. As I understand it, you don't get partial production in the game. This can lead to some really big production swings if you're looking at a factory that generates, say half or all of one type of model. Like the IL10 at the end of the war or the T34 if that represents half or 1/3 of your total production for the turn.
