It states in the editor manual that Japanese TO&Es should go in slots 2000-2349

Some of the TO&Es are for IJA Militias. I know there is some sort of hardcode regarding militias. Is there any hardcoding that is effected by TO&E slots? In other words if I move around or deleted all the existing TO&Es would it mess up the game?

TOE slot #2047 is the slot that points to the Indochina Militia and you should not delete it.

The other 'militia' slots can be changed freely, they are for late-war divisions Japan receives, not hardcoded for whatever purpose. The designation 'militia' for those TOE's is not correct (my bad, IJA TOE designations were chosen for easier reference, not for correctness).

Slot 2047 can be changed if you wish and it works for all four French 'militia' units. These can be given French devices for example.
And if you have problems with these units being large, you can make them any size you wish. They will still appear - but at least you can
taylor them so they look more like something that might have appeared IRL. Apparently they are not actual militia, but French colonial
formations (only one regiment of French Foreign Legion might be termed to be 'regulars'). However, note that in French military organization of the
period, ALL formations had the same organizational structure - even colonial ones. There are a couple of fairly good Osprey books on this organization and equipment. If you want details and cannot find them, pm me, or look at the organization in this slot in RHS.
