I recall when these were brand new. They caused lots of consternation at the time as no one was sure what they were intended for. Everything from "smash and grab " high speed amphib raids to anti carrier missions.

Ekranoplan ??. From what I saw on Discovery about it they said it was a very expensive piece of kit to build

Caspian Sea Monster is what the intelligence officers would call them. And yes they did cause much consternation in USN when they were first recce'd. IIRC, their existence was classified well above normal level for a Soviet weapon system.

She doesn't fly as much as uses a form of airflow direction to achieve ground effect lift, this is also commonly called "Wing in Ground"

There have been at various times folks who have tried to start or jump start a WiG company. The problem is they currently lie, in the US at least, in a grey legal area. They are aircraft but operate on the ocean so the FAA and USCG both have rules about them. Add in that they are just like hovercraft in that to get cost savings in the cargo carried you need to have a huge design with a number of engines and about half of the body is eaten up by gas tanks.

Got to 42 degrees 52 minutes 54.51 seconds N latitude and 47 degrees 39 minutes 24.76 seconds E latitude in Google earth and you should see this behemoth.

Wm. Gibson's novel 'zero history' features an Ekranoplan towards the end, where advertising magnate Hubertus Bigend has bought one from the Russians & fitted it out as a high-speed luxury yacht.

the Sovs developed several models, for use in the Black Sea. I gather they can only fly at extremely low altitude, depending on a ground-effect 'cushion'.
