Unfortunately, no. Has been requested many times...

The problem of allowing that is the ability for a player to "cheat" easily. Discover where everything is through various play throughs to get an optimized strategy for the turn then execute that when it matters. So we probably will not see that ability be implemented.

I take lots of screenshots for review in the areas that may be of importance.

This issue could be addressed in various ways, such as creating a "dead" file in which you can't even move units. The main point of this is to look at organizational issues (which commanders to change, which areas are short of HQs, what do I need to do with my airforces, etc.). Sure I can do these things during my turn, but they slow down the turn-rate. I don't see how you can "cheat" with such a file. Screenshots are of limited use in my view since you can't see any of the stacked units, etc.

Can you get around this on PBEM?

PBEM files sit on your hard drive and can be accessed at any time. The 'advantage' that the server games have over the PBEM is the limits on loading the game. If you download the game save from the server too many times, you can get a warning message from the folks running the server that you may be exposed as 'cheating' - i.e. try out various tactics or gather knowledge of the other side's situation and then keep the save that worked well for you. This can be done without any checks or balances with PBEM.
