im playing german side in kharkov 43, i see that around cities there is blue icons showing my supply.
when i move units far from city i see icons in yellow/brown color denoting the suply.

what does the color mean?
Why the dupply is around 33% even in the source far from the front line and not 100%?

it would take (me at least) a page to explain the details of supply etc.

I strongly recommend to read through 9.1.7 supply (advanced rules) in the manual and various articles, such as -

The blue color means only the blue side (you) can trace supply to that hex. Red means only the red side can do so. Gold means both sides can do so.

The supply values shown are relative to the Force Supply Level. So, in this scenario, your side must have a FSL around 33.

You also have "No Borders" turned on (and low Theater Recon), so you only see the Gold supply indicators when you move a unit to somewhere that hadn't been observed before the move.

is it the supply radio set to 4 hex? is there a way to know the supply radio for each scenario?

instead of computing the distance(Radius) between rails or roads to your units to figure out your supply level, we can basically rely on the number display inside each supply icon, right?
I think the engine already computes this and the result is shown as this number.

There is. I recommend to use Andy's Scenario Viewer, which gives you all the information you might require without using the inbuilt editor of TOAW.

Remember, the supply radius can be changed with the help of events (see screenshot).

The basic number is shown on the map, but that can be modified by Formation Supply Distribution and a few other things. The best way to tell what is going on is to find a unit that can be left out of action for a turn and then check how much supply it gains by not moving or being involved in combats.
