Some limitation on how close to the front Army Group type HQs can be. Personally i'd prolly not bother, but its not that i dont understand that ppl can find the gameyness with STAVKA on rails, just make sure it counts for both side IMO. This can be used by both sides. I'll still say the above suggestions favor the german side slightly, but at leased some sorta balance is introduced. Kind regards, Rasmus
