I just noticed some bases not getting much supply and saw that they have a "max draw" in parentheses.

Has this always been part of the game? If not, when was it added?

I've got the idea that only a certain amount of supply can flow to/through the base, but what is the rational behind this?

A specific instance I'm thinking of is Kluong. I have some troops there with barely any supply, but right next door in Mersing I've got 10k supply. The boys at Mersing are living high on the hog while the guys in Kluong are eating slugs and catching rain water to drink in their helmets.

Be careful setting bases to "max draw". If you have a number of them set to pull extra supply then you can really screw up your supply flow everywhere. Typically, I leave my supply draw to default in most all bases but use it selectively to pull supply to a base at the end of the supply line when it is needed. You have to check and be prepared to turn it on and off as you need it. Go over you bases and see if you have too many pulling extra supply.

In addition, remember that you can set a base to "stockpile." supply. This might keep a troublesome base from losing its supply.

In addition there are just some spots. (Many in China and Burma) that will not draw supply. It is just part of the game and a nuisance. However, many players have found that units positioned one hex outside of a base such as this will draw supply normally. You just have to live with that.

I usually just set my supply draw bases to get to keep around 20k. In the HI, I set each base to draw at ~10K so all my expansions get done.
