I'm attaching an updated readme.txt file for the 2.0.329f patch. You should first check either the file whatsnew.pdf or the readme.rtf file to make sure you have the patchinstalled. Both of them should have the correct version. Howver the in-game readme button uses the readme.txt file. That file was missed in the patch.

If you have applied the latest 2.0.329f patch, then copy the attached readme file to your Panzer Command home folder and the in-game readme will then be up to date.
