I had made my own mod not too long ago, changing the empire policy for all empires. Basically, changing what the AI builds for military and how large their fleets are. However, the changes didn't have any affect.

I mentioned this in the 1.7.0.15 post and a couple people said this was a bug.

Is this true? Is anyone able to get the empire policy to change in the 1.7.0.15?

hmmm.... and I was saying nobody is using slavery in my game. Could it be symptom of the same issue?
