What does this mean exactly when I load up the scenario I believe I have full control of all the assets in said country. Am I missing something.

It just that AI will not attack after it has established it's first objectives. It may behave aggressively first, but after that will just sit quiet (unless attacked).

PBEM is easy for quiet china ... just make an HR. A lot of players have a quiet china rule for their first game(s) ....
