The general rule (as I understand it) is that the Mountain brigades bolster a German stack nicely but over the 3 months, they can be ground down incredibly.
The rest is garbage as soon as blizzard hits unless in a city as garrison.
No minor armies have particularly good replacements (except Slovakia, but they don't have any damn units anyway), so conservation of these units is important. Go into the blizzard with low TOEs, and after blizzard, rebuild the higher morale units.
During the blizzard, you simply cannot expect a stack comprised of minors to help you with anything more than sucking up Soviet MPs. Knowing that fact, I think there is a set of Axis players that are fine grinding Romania into the snow (because they always suck, and will surrender as soon as they get the chance), and another camp that nurses their manpower/morale as best as they can because in 1942/1943 they can achieve useful results holding spots of the line.
