When I have done these builds I re-adjust the PP level. Another use of F12 is that it allows transfer of PPs from major to minor allies. Romanians and Bulgarians have limited Stat Move capability, but mostly they would be using German rail capacity, so transfer of PPs (e.g. deduct from Germany - add to Romania, buy Romanian Strat move points) can adjust for this. I am seeing 'cheats' showing e.g. - 4771, then in the same turn + 4770, with variations on other PP changes (up and down), which I have not done. I have not noticed unexpected wild variations in PP levels during the game, but there are 57 reports in 33 turns, some will be mine (it records when you change country status from AI to human control and back. I usually do the strat move and maybe some housekeeping for minor allies, then let the AI finish the combat section of their turn), but there seems to be a lot going on in the background which isn't done by me. In play against the AI, I find F12 very useful to adjust the game and implement house rules, but the 'cheats' reports are showing much more than an occasional use of F12. Again I haven't noticed a problem in the game, just curious.
