Why evacuate them all the way back to Germany (as many recommend) when there are a ton of safe havens in Russian cites that are closer to the front lines and fill the need of possible emergency interventions to unexpected Soviet successes. ????

Because maybe they miss their loved ones back home,its good for their morale.

I remember a vet saying morale boosts back home in Ger are greater/faster(?).

If you take everyone back, no one is encircled, morale is high, and your spring 1942 army is over 4 million strong, with better kit than June 1941. Every SU and leader is optimized, except those that get shot due to the inactivity ( yes, they do get shot and high command ones get dismissed by the AI).

On the other hand, the Red Army will be 8 million strong, entrenched in fort belts, with manpower centres regrown, 500 AP in the bank, leaders optimized.

8 million ants, with no Guards, in fort belts vs. 4 million high morale, highly trained - that's why they call it craps.
