Sweeps:
I’m trying to run fighter sweeps out of Rangoon and Port Moresby. I’ve got one squadron at each base that I’ve switched over to SWEEP and put on LRCap-80% @ 15000ft. Neither one has left the ground yet although it did appear that the Port Moresby group did get involved with repelling some bombers one turn.

Escorts:
Same bases different squadrons. Each of these squadrons has been assigned to ESCORT CAP- 40%, LRCap 10%. Bombers are at the same bases and will fly the missions they been assigned except they go without any cover. I have set both bombers and fighter to same altitude and have varied the altitude to see if that makes any difference.

The Rangoon squadrons are British. The sweep squadron is using drop tanks trying to reach Tavoy the escorts are not.
The Port Moresby squadrons are US. They are not using drop tanks. Aviation support is great at Rangoon and a few points over the minimum at Port Moresby. Both bases are well supplied.

What am I missing?

Sweep is offensive mission - You do not assign % to it. It uses what is left over. So with setting Sweep/LRCAP80% you are doing LRCAP with 80% of the planes over enemy base and the rest of the planes is probably too few to get out of the ground.

Set whole squadron to sweep - they will sweep enemy base.
Set whole squadron to CAP/LRCAP to cover home base or some distant friendly base.

Escorts - set Escort without any other mission - and set them to the same target and at the same altitude as the bombers.

If you need the same squadron to work on both missions then set Escorts/Cap 50%. And half of the squadron will fly CAP while the other half will fly escorts. For coordination purposes set their target and altitude corresponding with bombers to be accompanied.

I rarely combine missions - except with rest.

Here is the bible on air misson coordination, which can probably be helpful to your question.
