Playing the Russians and I don't quite understand what the designers mean when they say 3 su's by types can be in a hq. An example: do the designers mean 3 of any type of artillery or 3 of each type of artillery (3 mortor, 3 howitzer, etc.)? Is there any penalty if you set su's higher, say 3 to 4 or 5? Is there a way for the Russian player to move su's from a hq to a combat unit?
By the way thank you for this game as I'm an ex player of the Europa series by Game Design Workshop and this is the closest game to Fire in the East and I'm excited to be playing this game.

I think they mean three artillery units, regardless of equipment. Rockets may count as a separate type of artillery though. I haven't noticed any penalties in having lots of SUs.
Usually I handle SUs manually, because automatic feature is not aware of my plans.
