Do you have to leave a unit on the captured hex in order to get awarded points? Ex: awarded +2 points for holding a particular city each round. Can you just pass through it to change the spinning 3D icon to your flag and continue on?

As soon as you are alone in the VP hex, you get control.  You may then move on if you wish in the same turn.
