Somewhere around April/May 45 the Soviets get a massive increasse in air units unfortunately you cannot use them effectively as there's no corresponding increase in base forces. My question is; should there be?

I don't have an answer to that but on the subject of the Soviets, does anyone know is there any way to get supplies to their isolated bases (Sakhalin etc.) before they enter the war or turn over to them some freighters for that purpose?

The Soviets were taken completely by surprise when their war began with Japan.
They had no chance whatever to prepare for it. Besides weren't they fighting for their very survival against the dastardly Nazis up until 4 or 5 minutes before the Japanese launched their carefully prepared and overwhelming "Blitzkreig". Its a very good thing that they had Mexico and Bulgaria on their side to help stem the tide.

I think your assumption that the Sovs maintained aircraft is incorrect. They flew them until they crashed and then uncrated another one.
