ORIGINAL: Gil R. If you dig back in the forum 4-5 years you'll find your answer to this. But, to save you time... Forts on the FOF map are dynamically placed, rather than fixed to a precise point. You may have noticed -- or if you haven't, now you will -- that they move around a bit when multiple units are in a province, so that all can be seen clearly. So Fort Monroe's location is a bit abstracted, purely for graphics-related reasons. I just purchased the game so I am climbing the learning curve... I also noticed that as the Union I just lost Fort Pickens, which never fell during the war because it was very very very hard to get at from the land side, as is Fortress Monroe. A strange way to approach these forts, and you can't get at them from the sea, right?
