Japanese Naval doctrine and strategy focused on a quick war, with one large battle fought somewhere in the Pacific. They weren't planning for a long war of attrition, not because they were stupid, but because Japanese Naval Planners knew that such a long war was unwinnable. Expending resources to build large repair facilities didn't fit with a "one battle" or quick war strategy It also would have taken years, and would have been a) a treaty violation, and b) a clear and provocative escalation if it had happened in the 30s.
