The big early strategy in AGN is to take St. Petersburg as quickly as possible and send their first teamers to help Moscow fall. So lets say I Corp is freed up on turn 10... runs to AGN rail line turn 11... spends turns 12 and 13 on the rail to AGC....moves to the action on turn 14 and then hits the Soviet capital on turn 15,,, is it worth it ???? Granted it has two more clear weather turns ....but can it do much in the mud... and even with the snow turns to attack, you don't want to lose their prized morale by attacking right up to the blizzard and running to safety ???? Why not park them in Leningrad after its fall ??? You free up rail capacity (I bet all German players find that they don't have enough on turns 20-23) and avoid the attrition caused by running all over the place and just makes pre-blizzard decisions a less pain in the ass, knowing that I Corp is high and dry.

Pelton will probably say that sending I Corp to Moscow is sacrosanct, but they can only make a limited number of attacks in a hand full of late fall turns (probably only one a turn if successful or "maybe two" after a failed first assault against 3=4 level forts (just the thought of has me send them for vacation in Leningrad) and if their role is so crucial in taking the Kremlin send the suckers after the Luga is crossed. I don't see the value of throwing I Corp all over the place. Thoughts ?????
