Issue:
Construction build dialogue offers inappropriate options for target type if type can be mined.

Steps to reproduce:
Find a gas giant on your map. Select colony ship. Right click on planet, examine the "build at Planet XXXXX" - note presence of mining stations as well as gas mining stations on construction options.

Explanation:
While I accept that there may be some few players that use base roles rather liberally, I can think of no rational reason why gas and mineral mining stations should not be locked to planet type. Any argument that locking station types will restrict game play must take into account the fact that it does not restrict one from creating whatever desired base one wishes - and simply assigning its role as "defense" or some such.

Proposed change:
Gas mining stations locked to gas clouds, gas giants and ice planets. Mining stations locked to all else. Construction ships should not be able to construct a mining station at a gas giant; a gas mining station should not be able to be constructed at a (non-ice) moon or asteroid*. This will (slightly) clean up the construction ship mission options - more or less impact depending on one's playing style.

* = I don't recall seeing ice asteroids that would benefit from a gas mining station - they always had minerals on them (as opposed to gas). Correct me if I am wrong.
