Aircraft engines have an appearance date such as the Nakajima HA-44 in 05/43. Do your R & D factories just allow for this appearance or can you increase R & D funding and hasten the devices arrival? If it can be hastened, by how much?

You have to build them to at least 1 for it to "appear".
build it to 30, no more. It will take a wile to repair.
Now having said that be careful as to what you expand and what you can wait to expand.
Engines will repair rather quickly. For every 100pts it will advance 1 month forward. (same with aircraft)
However, AC take even longer to repair. And don't expect to dump a lot of factories on something that is more then 1-1.5yrs out.
If your just starting your game, anything past the fall of 43 probably won't repair at all if any.(engines will, but engines need airframes)
Each R+D factory should not be bigger then 30. That is the general consensus. So if you want a particular Airframe early, then build multiple factories of 30.

Quick answer:

Engine R&D 'factories' is different than production factories. You don't need to research an engine (or airframe) for it to arrive on its historical time. It will do so automatically, then you can assign production factories towards its build.

However, if you want to accelerate airframes and / or engines, then you must 'produce' research. Hanzberger has identified some useful posts for your consideration.

Thank you for your response. I downloaded the Econ pdf a while back and found it very informative. I've read it a couple of times and referred back to it many more. I'm just wanting a full understanding of the inner workings prior to biting off playing Japan with economy. I've played as the US many times and well into the game have discovered things I didn't understand going in. I won despite the error because the US has such a strong economy. Japan doesn't have that luxury so I want to make sure I have my ducks in a row.
