I read somewhere that these units speed up port construction at 1 level ports and dot bases.Is this true and how much do they speed it up.
Also what's the difference between usn and usa?Do they both contribute to port construction or do the usa only apply to bases?

Some units help unload and you need those to unload on level 1 and dot bases. Some just build ie the construction regiments. The combat engineers are used to reduce forts. None were designed to speed up specific construction.

The difference between USN and USA is the color of the uniforms.

Are you referring to the port services detachments? Lettered A thru E? If so, they help to speed up unloading, not construction.

USN Base Forces typically have a Naval Support component, they help with repairs to ship.
USA Base Forces have a large Support element so you can plunk one down at a base which has got a few combat LCUs
USAAF Base Forces have Aviation Support.

In stock just about any engineer type unit will contribute to port/airfield/fort construction.

The primary advantage of USN Port Service Detachments is that they are small and light, with only 30 naval support and 10 air support squads, and no other equipment or vehicles.

This makes them ideal to be the first unit to amphibiously land on a base with a level 0 or 1 port. Then their naval support squads can help other units land/embark.

As Arnhem says, in stock WitP-AE any engineer or combat engineer will help build or repair airfields, ports and forts. So USN Seabees, USA Construction regiments and battalions, and USAAF Engineer Aviation Battalions can all help expand ports, fx.

Only combat engineers reduce enemy fortification levels in combat.

In the DaBabes mods, there are more distinct and separate 'flavors' of engineer and support squads; some build facilities, some increase fortifications, some load/unload, some help in combat, etc.
