I made a test scenario creating air units with no air mission asigned (to one side, the other side have no air units or AA units only have a infantry unit), at the first turn they change automatically their status from untried to veteran (without participating in any combat).
Then I tried several user made scenarios and it is exactly the same, all air units starts the escenario in the veteran status.

Note: The rest of units (Helicopters, MBTs, artillery) works well and only change their status after participating in combat.

Hola compadre,

could you email me the test scenario? What version are you usiing btw? I would like to have a look, with your permission, about the other parameters. I'll check my Tutorial '41 with Lw.

The version is 3.4.0.202, I put the scenario in the following direction, but you can also try any scenario who comes with the game and have air units.

I used the recently posted France 1940 scenario to try this. All units start as Untried. I set all the Air Units to Rest in the editor, then ran the scenario. Josant is correct that they all switch to Veteran at the start of turn 1, even when they have no assigned mission. I guess this is because there is an Air Phase during the opening Book Keeping Phase.

Yeah. I vaguely recall something about some random air combat occurring regardless of what orders are issued. This sounds like an effect of that.

In some cases, for some players, it may work on the positive side. For example, in D21 a few of us didn't really like spending all the time on the first turn using the Luftwaffe to kill all the Soviet planes. The first turn takes long anough as it is. But ... assigning all the Soviets planes to missions caused them to suicide during the bookeeping, so it saved a lot of time.

However, if none are assigned missions (as in the previous examples) they probably shouldn't have to pass any check that would change them from Untried to Veteran.

No. That's just it. Way back in the day, I remember Norm -- either directly or in the original manual -- mentioning that a certain minimal amount of air combat would occur even if no aircraft were assigned to any mission.

Admittedly, this isn't the most thoroughly documented claim I've ever seen -- but it would account nicely for everybody going from 'untried' to 'veteran.'
