When you defend a city,town etc... which would be isolated in the next turns, is it a good to leave inside a HQ unit instead a supplementary combat unit ?

I have seen isolated units without their corps or army HQ revert to OKH/STAVKA control for combat calculation purposes when attacked, thus giving them a 20 % penalty.

If the area is to be lost in the very near future, make sure you place an odd/dumb ommader at this HQ as leaders are usually lost if an isolated HQ jumps away.
