How about...

If you scuttle a ship the captain or Admiral survives and if its a CV the pilots survive.

Or when the ship is scuttled are they all locked below decks as everyone else leaves.

The only benefit derived from scuttling a ship is that you only lose 90% of the normal Victory Points. Otherwise there is no difference between scuttling and having the ship sunk directly by enemy action.

Scuttling does increase chances of your favorite CO surviving.

Is scuttling an option again? I hadn't noticed. I'll have to check when I get home.

If its a CV you can simply save all the pilots by transfering them to reserve beforehand.

Probably i am wrong but i always think that when CV sunk you only lose planes and air groups and pilots are transferred to reserve.

Beat me,

I was going to say that it allowed you to argue with your opponent that he didnt sink your ship, despite half a dozen torps and 10 thousand pounder hits!!

But I was too late.

So ... I did not think about a way to remove the pilots by moving them to reserve. It seems the rule was not made for that purpose.

The planes cannot leave if over 50% damage to the ship.

Nik made the point the Captains have a higher chance of survival - fair enough but i do not think it says it anywhere?

I don't recall ever losing a captain when I have scuttled a ship.

I had an AK torpeded with a squadron of P40s on it early in the war. Most of the pilots showed up in the pool after a delay. Perhaps all, but I am not sure.
