What CV does a unit defend at when a fort goes poof

Let's say I have enemy unit or units in a hex that is in a fort. Offensive CV=14, and being in a fort gives it a defensive value of 28.

If I attack that with sappers and the fort value goes 2>0, does the unit subsequently defend at 14?

I believe you're roughly correct.
Look at the starting and ending combat values (which are going to reflect successful and failed leadership checks as well).

That why I like terrain. Sappers can't reduce those modifiers.
