I got an amphib assault on Sabang, no defending ships left, then I got an amphib landing on a non-base hex next to Sabang!!!!!!!

(Makes defending a little bit harder (Only seen it once though and it was only a fragment!)

Jeff, it's only a HR if both parties agree to it.

There are so many built in disadvantages to landing/invading outside a "base" hex that I'm sure the AI didn't intend to do it. Very likely, there was a ship with some damage, in danger of going down, where it attempted an "emergency" unloading at the nearest place before sinking.
