Hello
I'm in June 42 turn 51 Russian side and it's still impossible to merge any unit.
Whenever I try, I get the same message: "No units in this hex may be merged"
I try to build up Rifle Division , Cavalry Corps, Tank Corps, Guards Rifle Division and Rifle Corps.
I have the last updated version of the game.
I must be stupid.
Any idea?

You need to use the combine units function to create the larger Soviet units. You do not use the merge function. The combine units button (green-circled) will allow you to create the larger units.
