Here is what I would do:

1. Pull all Bomber units into RESERVE

2. Concentrate all your fighters into just a handful of airbases; you can do this by pulling them into reserve, then putting them back.

3. Transfer almost all your airbases back to Germany; there is no sense having them sit outside and accumulate attrition losses.

IMO, you don't need tons of RECON either, because the Russians are coming, you know this, and you'll get a good picture from the frontline. Plus, the Russians don't move fast anyway, they just grind forward.

You can get by with almost no fighters if you want to; the Russian ground support will stink anyway, between disorganization and weather.

You can transfer aircraft without moving them through the national reserve.

Q-Ball has the right track, just to add one note, don't forget your transports, those are gold for the up coming summer 42 offensive for your panzer troops.
