Example, Italy goes above 60 units, it starts getting an upkeep penalty.

If I then reduce the Italian force to 60 or below, does the game recognize that and drop the penalty?

I hit the penalty upgrading the divisions into corps. I ignored it, and still ended up with enough PP's to build a large airforce of around 12 bombers by the spring of 1942. (Barbarossa scenario). The Italians dont really get involved in a war of attrition that requires a lot of PP's per turn the way the Germans do.

Related question: Is it the number of units or the sum of their strength points that counts for the penalty? (e.g. are a few strong units the same as many weak ones for this purpose)

Does the navy and air force units count the same way as land units? (e.g. by accepting event ships, can I run into the penalty?)

what about armor? The upkeep for armor for all nations but particularly Oil poor ones was vastly more than for infantry. It was likely the limiting factor more than building the tanks themselves.

This factor is much more complicated.
US and USSR have unlimited reserves of crude oil.
Much bigger problem would to be to simulate the transport of those resources. The whole procedure is simplified at the moment, and the Germans just need to control some oil fields to keep their tanks running.

Upkeep costs for the same are done by the strength point. So a 50 point panzer unit is 5 times more expensive to upkeep then a 10 point infantry unit.

But what the OP was talking about was an event that fires if the Italians and/or the Germans build too many infantry divisions. I think it was 60 for the italians and 200 for the Germans, but I could be wrong on the exact number. When it fires, the upkeep cost doubles.

If your curious as to how many PP's you are spending for upkeep, you can read it in your reports.
