the manual states that you can combine Soviet Rifle Bdes starting 6/41 as long as you have the points, they are stacked, have MPs left and none of them is a Naval Bde.
Well, I am now in the last December turn in 41, have a zillion Bdes that I don´t even have a place to put and I can´t combine them.
Starting 12/41 I was able to combine the Cav Dic alright though.
What am I doing wrong?

Status: offline 		Manual must be wrong; rifle brigades can't form into divisions until May, 1942.

Status: online 		This was possible when the manual was printed, but changed in later versions.
