I'm playing a PBEM as axis and I'm quickly approaching the start of the blizzard (its turn 18). Is it wise to build fortification units as axis? I haven't done this before because the German army is strapped for manpower as it is and didn't wan't to starve my front line units of the replacements they will need. Thanks.

It's necessary to preserve fortifications. I built over 100 before Blizzard.

One way to mitigate the armaments burn is to set TOEs to 50%. They won't dig much, but the point is to keep forts up

Also, disband them when they are threatened by the Soviets. Then, all the equipment will go back in your pool

Q-ball - 100 forts!!!!!!!!!!!! So I guess I shouldn't be worried about building 5-10 fortification units. I'll set the TOE to 50% as you suggested. I think I'll have an infantry regiment with them to do the digging and the fort unit in place to allow getting past the fort level 2 setting. Thanks.
