As Axis or Allies in the right situation right now early in the war invading neutrals is a bad idea at times for various reasons. Later, as in many games it doesn't matter.

Trade meant money in the bank, invading many of these locations was a bad idea vs the gains. I do not see any benefit so far in the game though to prevent it. Either by strategic location or real estate value... Invasion is King

Pay me off in other words to stop poor history and punish me for doing it with scripts....accurately?

well its odd, I can not do land convoys and trade pp or supplies.. seems that would help...

Not sure what you mean by 'poor history.'

One has to roleplay a bit. Didn't the Germans invade and conquer various minors for varying reasons, not always related to economics? But sometimes, indeed related to economics. Sometimes related to ideology. Sometimes related to strategic positioning.

a perhaps poor solution to this is the F12. Use it to reduce one country's PPs, and to raise another's, representing land transfers of resources. Available in solo games, at least.
