If you play vs the AI and forget to set all your potential allies to human control, then you're very likely to get their units popping up anywhere across Europe, and even if you did have human control of say, Bulgaria, then it would be un-historic to be able to move their units to say, Norway. Most of the Axis minors had only local interests and lacked the logistics for anything else. One way of reproducing this might be an option setting against each country that would indicate whether or not they could operate beyond supply range of cities owned or controlled by themselves - just a thought. Certainly it would be handy to be able to re-visit the 'human-control' setting during the course of a game to take over if a new ally joins. Thanks.

There is a possibility to take control over other countries.
You can press F12 during the game, or chose more countries when loading a game.
