I think it should cepend on the type. Special units definately, Standard units I am not sure.

Sounds fair enough, then scenario designers can add if they like, all upper echelon have them, they can easily delete from the formations, but adding sometimes is very time consuming!

Mike, this would be my 0.02 as well. Having them available in OOB and then opting to not use them in a scenario is way easier than adding them separately. If in doubt just add them
