Status: offline 		I'm trying to create a custom race for DW:L using the modding guide and having huge difficulty.

"Exceptions to this are files in the races, policy and characters subfolders. You must explicitly define all of

the alien races that you want in your theme. This means that for each alien race you must include the following:
 a race file in the races folder
 an empire policy file in the policy folder
 optionally, a set of predefined characters in a file in the characters folder"

I've done the first two but the word "optionally" is throwing me for a loop...do I need characters or not and if so how many?

I have brought this question to the modding subforum but there seems to be quite a bit of differing opinions what files are needed to make a custom race. A good example is the bias file, which some people say include and I am getting an line error saying I've got too many biases if I include a bias file or not.

Status: offline 		You don't need them, but you only get X spies and a leader at start if you don't.

Status: offline 		so if I have a race file and a race folder and a policy file and policy folder the theme should load and run ?

Status: offline 		Only if the race name in the race text file matches it's counterpart in the bias textfile.

That's the kicker, if you renamed races you need to update the bias file.
