It depends on how large you allowed it to become?  Where is it located?  What Armies are next to it?  There are many factors that determine IMO what to do with the divisions in it.

If its only a 2-3 Corps, I would shuffle them off 1 to each Army near by.  Panzer Armies are a good choice to take a Corps unless you have already over loaded them. Split up the divisions and send them to Corps that short a division.

Thanks.

That is what I did but now several of my armies and army groups exceed the command capacity. Do people begin to attach reserve/refitting units to OKH? Should you ever allow army groups to command combat (front line) corps? Any other thoughts.

I learned my lesson when I had 11th army operating in the Crimea when "poof" there was no army anymore. Caused a major headache for a few turns but eventually I added the infantry corps to Panzer armies then reshuffled the whole front.

Lesson learned!

In 1943 the command capacity goes up, so overall you can stuff more divisions into fewer HQs without going over. In the meantime though, I usually end up with one left over independent Corps attached to an AG HQ.

It sort of "feels" like the germans should get a one turn bump in Admin Points to deal with this reshuffle -- ala each time the Soviets get a big bump in APs when new Fronts are created. I feel the same way about the splitting of Army Group South into Army Group A and B. It "feels" like the axis should get a one turn AP bump to deal with this administrative reshuffle.
