High Admin for Stavka/Fronts.

High inititive for Fronts/Armies.

High inititive/armor for Tank Armies.

High inititive/infantry ratings for Infantry armies.

If you wish some names... I always give Zhukov/Koniev/Eremenko/Timoshenko a front. Shaposnikov stays at STAVKA.

Rokossovsky an army. Rybalko (sp), a Tank Army.

I find that sorting by initiative is a good catch-all for finding your good leaders. I can't think of anyone on either side that has a high initiative and isn't good at something, usually multiple things.

Koniev doesn't quite have the rank to be assigned a front without a penalty on his ratings, until he gets a promotion.
